The system of rules, practices, and processes by which an organization, protocol, or society is directed and controlled.
In decentralized systems, refers to mechanisms (on-chain voting, proposal systems) through which token holders update protocol code.
The story behind the word. Traces back to Ancient Greek 'kybernan' (to steer or pilot a ship), which also gave us 'cybernetics'. The Romans borrowed it as 'gubernare', which passed through Old French into English as 'governance'—metaphorically steering the ship of state or organization.
