In sociology, bureaucracy describes an ideal rational framework of administration based on clear rules and ranks. In casual speech, it carries a negative connotation of inefficiency and endless paperwork.

The story behind the word. In 18th-century France, economist Jean Claude Marie Vincent de Gournay combined 'bureau'—referring to the thick woolen cloth covering a writing desk, and later the desk or office itself—with the Greek suffix '-kratia' (rule). Originally coined as a sarcastic term to mock officials who ruled from behind their desks, sociologist Max Weber later adopted it as a neutral concept for rational administrative systems.
