A system of government in which most of the important decisions are taken by state officials rather than by elected representatives.

While often used pejoratively to mean 'red tape' or inefficiency, in sociology it refers to a rational, rule-bound system of organization.

The story behind the word. Coined in the 18th century by Jean-Claude Marie Vincent de Gournay. He combined 'bureau' (the cloth covering a desk) with the Greek suffix '-cracy' (rule) to mock the growing power of government clerks.
