The transfer of decision-making authority and power from a central government agency to regional or local administration.
Usually viewed positively as enhancing local democratic participation and efficiency, though it can cause administrative inconsistency.
The story behind the word. Coined during the French Revolution in the 1790s when regional leaders opposed the extreme centralization of political control in Paris.
